Welcome to the Plano ISD Pre-K Eligibility Pre-qualifier form! Before beginning the application process, please review the following instructions carefully to ensure a smooth and efficient experience.
To pre-qualify your child for the 2025-2026 Pre-K school year, they MUST:
Live/sleep in a home zoned for Plano ISDOR
Be a child or grandchild of a full-time Plano ISD employeeAND
Be 4 years old on or before September 1, 2025
Only one (1) Pre-K Eligibility Pre-Qualification Form should be submitted per child. Families with twins or multiples must submit a separate form for each Pre-K-aged child.
Submitting this form does not guarantee placement at a requested campus. Seats are assigned based on availability, with priority given to students who meet the state’s free Pre-K eligibility requirements.
If your child does not meet the free Pre-K criteria, you may indicate interest in a tuition-based seat.
Families who do not qualify for free Pre-K may be considered for a tuition-based seat. Tuition costs are as follows:
✅ Non-Employee Child Tuition
One-time $100 non-refundable registration fee
Monthly tuition: $550 per month (from August to May)
✅ Plano ISD Full-Time Employee Child/Grandchild Tuition (Please note that children of Plano ISD Classroom Teachers qualify for free Pre-K, per House Bill 2. See the Program Eligibility tab for clarification on this qualifier)
Monthly tuition: $450 per month (from August to May)
📌 Important: The registration fee will not be collected until a Plano ISD staff member confirms your child’s tuition seat approval via email.
The "Program Eligibility" tab will list different qualifiers for free Pre-K.
Please thoroughly complete the form and follow instructions to:
Upload required eligibility documents OR
Schedule an appointment for a language assessment (if qualifying under the language requirement).
Once your child’s eligibility is reviewed:
If approved for Pre-K, you will receive an email notification with instructions to complete their official enrollment in Skyward Family Access.
If requesting a tuition seat, Plano ISD will notify you of availability before collecting the registration fee.

Thank you for your interest in Plano ISD. Pre-K students must live within Plano ISD boundaries or have a full-time Plano ISD employee guardian or grandparent. At this time, your child does not qualify to attend Pre-K in Plano ISD. Open enrollment for out of district students begins when the child is eligible for Kindergarten.

4-year-old, Pre-K eligible students are placed at the appropriate campus based on school program capacity. Priority is given to assigning students to their home campus if the home campus offers Pre-K and has seat availability. For students whose home campus does not provide Pre-K, priority is given to assigning students to the Early Childhood School corresponding to the student's attendance zone.
If the student's home campus or Early Childhood School corresponding to the student's attendance zone is full, please list your top three school choices:
Please note, all efforts will be made to place students at their home campus or Early Childhood School. However, final school assignments will be based on seat availability or program placement. For the kindergarten school year, students will be assigned to the campus corresponding to their attendance zone based on programming.
Important: Once you have received an email notification of approval for a Pre-K seat through this Pre-K Pre-Qualifier form, you will be instructed to complete an enrollment application through Skyward. Please do not complete an enrollment application in Skyward until you have received confirmation that your child has been pre-approved for a Pre-K seat.
Please review and select from the six (6) different qualifiers for free Pre-K listed below or indicate if you are interested in paying tuition.
1. Economically Disadvantaged - You may qualify for PreK if you are eligible to participate in the National Free and Reduced-Price Lunch Program based on family size and total gross income. If receiving TANF or SNAP (food stamps) assistance, provide the name of the person receiving assistance and the case number. Current verification of eligibility must be provided.
Income Verification
List everyone in the household including yourself, all children, spouse, grandparents, and other related and unrelated people in the household. All household income must be reported and verified, including Welfare, Child Support, Alimony, Unemployment, and SSI/Disability Income. (Please include the student.)
If you would like your child to qualify for Pre-K under the McKinney-Vento Homeless Assistance Act, a member of our McKinney-Vento team will review the Residency Questionnaire you have completed and may reach out via phone or email if additional information is needed.
⚠ Important: Students cannot be officially qualified under the homelessness category for the 2025-2026 school year until after the month of July. Please select any other qualifier that may apply to your child to help us determine their eligibility for free Pre-K in the meantime.

If you do not qualify for free, state-funded PreK, you may be eligible for a tuition based program. If you indicate yes, you will be contacted to discuss tuition options, including space availability at our PreK campuses. I understand that school officials will verify the information on this application. If the investigation indicates false information has been provided and the child is not eligible to participate in the program at the time of this application, the child may be withdrawn from the program to make room for a child that is eligible.
Presenting false information or records for identification is a criminal offense under Penal Code 37.10 and makes the signee liable for tuition or other costs under TEC 25.001(h). See Plano ISD Policy FD (LEGAL) for complete admission requirements.

Home Language Survey Instructions
On the next tab, you will complete the home Language Survey as required by the Texas Education Agency. You may preview the Home Language Survey in a variety of languages and then complete the form on the next tab. If you would like to view translated versions of the Home Language Survey, please click here.
If any of your responses indicate the use of any language other than English, the district will conduct an English language proficiency assessment to determine how well your child communicates in English. You will be provided with the link to schedule the language testing when you submit this Pre-K Eligibility Form.
This information will be used to determine eligibility for the ESL or Bilingual programs.

(Home Language Survey only administered during initial enrollment in Texas public schools)
To be completed by Parent or Guardian for students enrolling in Prekindergarten* through grade 8 (or by students in grades 9-12).
* Prekindergarten includes any student enrolling in a 3- or 4-year-old school program.
Dear Parent or Guardian:
Please answer the questions below about the languages your child or family uses. If your responses indicate the use of a language other than English, the school will conduct a language proficiency assessment to determine how well your child communicates in English. This information will be used to determine any appropriate linguistic supports and inform instructional recommendations. If you have questions about the purpose and use of the Home Language Survey, or you would like assistance in completing the form, please contact your school/district personnel.
This survey shall be kept in each student’s permanent record folder. A copy of this survey shall follow the student while enrolled in any public or open enrolled charter school in Texas.
Please answer the questions to the best of your ability.
1) My child has not yet been assessed for English proficiency; and
2) Corrections are made within two calendar weeks of my child’s enrollment date.
